This final national caseload level ensures that resources are sufficient to provide full food packages to participants throughout the caseload cycle. FNS is allocating final caseload and administrative grants for 2024 to CSFP state agencies, including indian tribal organizations and U.S. territories.

The purpose of the case management services is to guide E&T participants towards appropriate E&T components and activities based on the participant's needs and interests, to support the participant in the E&T program and to provide activities and resources that will assist the participant toward self-sufficiency.

The Balanced Budget Act of 1997, modified the Employment and Training (E&T) Program so that states' efforts are now focused on a particular segment of the Supplemental Nutrition Assistance Program (SNAP) population—able-bodied adults without dependents.

This memorandum transmits the 2024 income guidelines for state agencies and tribes in determining the eligibility of individuals applying to participate in CSFP.

In order to update and streamline policy guidance for CSFP and TEFAP, FNS is cancelling Policy Memoranda FD-138 and FD-141.

FNS is proposing to amend its regulations to make access and parity improvements within several food distribution programs, including the Commodity Supplemental Food Program, the Food Distribution Program on Indian Reservations, The Emergency Food Assistance Program, and USDA Foods disaster response. The proposed provisions use plain language to make them easier to read and understand.

FNS is conducting this study to identify data available from SNAP state agencies, their E&T provider partners, and other sources that can be used to develop measures to assess equity in the administration of SNAP work requirements and E&T services.

State agencies must maintain quarterly E&T Program Activity Reports containing monthly figures for participation in the program. State agencies report this data using the online Food Program Reporting System.

This document provides information on the requirements for submission of additional CSFP caseload requests for states and ITOs wishing to increase their assigned caseload in 2024.

The information collected from the individuals and households permits them to apply for benefits (including assistance during disasters or situations of distress) or to recertify their eligibility. FNS uses this information to manage the Food Distribution Programs and monitor the use of federal funds.
